PenFed is hiring a Data Governance Vice President at our McLean, Virginia location. The primary purpose of this job is to own, lead, and steer the Enterprise Data Governance Program, to include Information Architecture and Stewardship practices as well as Data Management and Quality processes. This Enterprise-level role will intersect with Business areas from its location in the independent second-line Enterprise Risk Management program. It will be responsible for establishing the practices which assure Data Confidentiality, Integrity and Accessibility, as well as Data normalization, management and change management; the position will function as a hub for the organization, with spokes into the various Business Units. The selected candidate will create the correct governance environment at PF to ensure common data taxonomy; improved role-based data access; data-driven automation for key business practices as possible; and assurance of the Enterprise in the quality of data in use at PF, whether originating from internal or external sources. The position will manage data controls and oversee testing of those controls for efficacy. The selected candidate will ensure compliance with existing policies and procedures regarding data governance, and partner with other key business functions, IT, and end-users in all aspects of Data Governance and Data Management across the Enterprise. Additionally, this position will assist the enterprise by recommending appropriate prioritization of IT spend in data management-related areas. This job will govern PenFed’s portfolio of data assets with an eye toward advancing effective, measurable improvements in data reliability, quality, and confidence.

  • Establish Data Governance Framework (People, Process, and Technology), lines of business steward roles and operating model/functions.

  • Chair and steer a Data Governance Council.

  • Serve as the primary interlocutor with regulators on issues related to Enterprise data governance and standards.

  • Develop and implement the Enterprise Data Management Policies and Procedures.

  • Establish data framework (policies, procedures and guidelines, roles, and responsibilities), classification mappings for Data Management, Data Security, Metadata, Data Quality, and Reference Data Management.

  • Establish end to end data flow for core data across enterprise, from data origin to consuming systems and processes to enable enterprise data lineage & enhanced data discovery.

  • Establish and manage data privacy standards and access controls to protect & secure data.

  • Recommend areas of improvements to existing operational processes to ensure data governance processes run efficiently.

  • Establish processes for data quality escalations and their resolution.

  • Serve as the primary liaison between lines of business functions, IT, and business end-users in relation to Data Governance and Data Management.

  • Be able to clearly and effectively communicate and educate data best practices with business creators and consumers as well as with elements expert in data management, protection, and infrastructure.

  • Partner and engage with lines of business to identify, classify, and prioritize key data elements for data sourcing, integration, consumption, and protection.

  • Partner and engage with lines of business to ensure adherence to Enterprise-wide and regulatory guidance in data governance and management space and elevate for executive level consideration at Enterprise Risk Management Committee any material omissions or errors in data management.

  • Develop and implement policies to protect customer- and business-critical data (in-motion and at-rest, structured, unstructured, etc.).

  • Cooperate as required with General Counsel, IT and CISO to ensure all data is identified, classified, and governed in-line with current regulatory and/or legal guidance, and that PenFed’s ability to respond to unexpected loss of data quickly, thoroughly and in line with regulatory and legal standards is tested and capable.

  • Collaborate with subject matter experts and other stakeholders to foster a culture of managing and governing data as an enterprise asset.

  • Collaborate across the Enterprise to educate employee population re: the necessity and value of strong data governance standards; create any training required to support strong data.

  • Helps safeguard PenFed’s computer and IT systems by monitoring staff adherence of all security policies and related training for individuals managed by this role. Takes appropriate action working with IT Security and HR when necessary to address any security breaches.


Equivalent combination of education and experience is considered.

  • Bachelor’s Degree in a related field required; Master’s Degree preferred.

  • Minimum of seven (7) years’ of experience as a Data Governance leader is required

  • Minimum of fifteen (15) years’ of experience in the financial industry in positions requiring data usage, infrastructure, governance, or ownership.

  • Minimum of five (5) years’ in a director role required.

  • Extensive experience in successfully leading data governance, data management, business glossary/data dictionary, data lineage, metadata, and data quality initiatives.

  • Expert experience with governing Enterprise Data Warehouses.

  • Must have experience with Data Sourcing Requirements.

  • Must have hands-on experience with Data Transformation, Data Mappings, Data Modeling and Data Quality Management.

  • Deep knowledge of banking, both from lines of businesses and corporate functions (Risk, Finance, etc.) especially as they relate to Data Usage and Governance.

  • Extensive experience with managing Data Quality Programs.

  • Familiarity with financial systems like Hogan, Loan Origination and Servicing, data feeds, data profiling, mapping documents, data specification documents. Ability to trace data elements through their lineage and transformation as they move through systems.

  • Ability to conduct gap, impact and system analysis on defined projects and continuous improvement initiatives.

  • Strong communication skills with an ability to facilitate communication between internal business partners/stakeholders and external resources.

    While performing the duties of this job, the employee is regularly exposed to an indoor office setting with moderate noise.
